- Choose one permit type (precanceled stamps, postage meter or permit imprint).
- Complete a copy of PS Form 3615, Mailing Permit Application and Customer Profile (detailed instructions are on Page 2 of the form).
- Submit the form at your local Business Mail Entry Unit or Post Office. You’ll need two acceptable forms of ID. You can pay the annual fee at this time or wait until your first mailing.
- You’ll receive a permit number. Be sure to save it because you’ll need the number for each future mailing.
- Be sure to have the following when it’s time to send your first mailing: signed and dated postage statement(s), supporting documentation, payment to cover additional postage, and a check for your annual mailing fee (if not yet paid).
